CE Marking
UK Certification Authority for Reinforcing Steels ("UK CARES" or "CARES") is an independent, non-profit making certification body set up in 1984. It operates for the benefit of the construction sector offering certification to companies that produce materials, components or provide services within the reinforced concrete industry.
Successful applicants are awarded both BS EN ISO 9001 Quality Management System certificates and product certificates.Such approvals should be supported by a documented quality system that meets the requirements of BS EN ISO 9000.Successful applicants are awarded Technical Approval certificates outlining the specific test requirements and results.
The CARES certification schemes give the end‑users and specifiers the confidence that a product or service will consistently meet the specified requirements therefore minimising the need for further product verifications, inspection and testing.
Scope of Certification
The scope of each approved firm is given by category in this list, e.g. Producers of Carbon Steel Bars, Post Tensioning etc. Before choosing a CARES approved supplier it is important to ensure the scope of certification covers the products or services required by the purchaser. It is only the approved scope that is supported by assessment and continued audit. Firms may have a approved scope that covers a number of categories and the complete scope of approval is detailed on the firm's certificate of approval which may be obtained from the firm or from the CARES office.The CARES certificate number is displayed in this list and on certificates of approval and, where appropriate, on product labels attached to approved products. CARES certificates of approval are updated as required and reissued annually.
ACCREDITATION
CARES is DTI accredited through the United Kingdom Accreditation Service (UKAS) Category 1 (BS EN ISO 9001 Quality Management Systems) and UKAS Category 2 (Product) certification schemes.Full details of the updated CARES scope of accreditation can be obtained from the CARES office. Accreditation requires that all assessments carried out are within the certification bodies accredited scope and therefore within its area of expertise.
CONSCERTCARES is one of the founder members of the European Group of Certification Bodies for Constructional Steels (CONSCERT). One of the aims of the organisation is to establish consistent practices between its members enabling bilateral agreements for certificate acceptance and thereby reducing the burden of multiple inspections borne by the steel producer, whilst securing a high level of confidence of product compliance on behalf of the user.
Applying for CARES Certification

CARES is Notified Certification Body under the Construction Products Directive (CPD) and can provide certification in relation to CE marking for the following product areas:
CARES is also designated under the CPD as a European Technical Approval (ETA) issuing body and is able to assess new and innovative products and issue ETAs.The certificates issued to each of the above will allow producers to CE mark their products and place them on the market of any European Member State and EFTA.
Requirement of the ApplicantCARES Procedures after Receipt of Application
On satisfactory completion of all stages a Certificate of Approval is issued.
Maintenance of Approval
Twice yearly inspections of approved sites act to ensure CARES of the continued compliance of the client;s products and systems. This is supplemented by unannounced inspections. CARES' certificates are reissued annually.
Cost of Approval
The cost of approval is dependent on the nature of certification required and the type and size of company.

Producers of Carbon Steel Bars for the Reinforcement of Concrete
CARES approval of reinforcing steel bars (rebar) covers the steel making process through to the production of the finished rebar and includes the testing facility

Identification of CARES Bar Marking
The CARES Rebar Scheme requires that all deformed bar produced by mills approved under the CARES Scheme carries three pieces of identification.

The CARES Scheme for reinforcement fabricators covers the cutting and bending of rebar. The Scheme requires that this is achieved with accuracy and without causing product degradation.

Reinforcing Steel must be CARES approved and products must comply with requirements of BS BS 8666 and/or contract specifications.
CARES approved fabricators operate an approved management system for quality which will ensure that order requirements are fulfilled with all material in full compliance with the required British Standard.

Identification of Rebar from CARES Approved FabricatorsAll bundles of cut and cut and bent shapes must be labeled according to BS 8666. The label should carry the CARES logo and approval number of the fabricator. All deformed bar supplied by CARES approved fabricators is required to carry a bar mark unique to the steel mill that enables the CARES approved products to be easily identified.
It is important for purchasers to recognise the controls placed by CARES on the Reinforcement Fabricators listed on the following pages. The CARES Scheme has been designed to eliminate further work by the engineer who can rely on the products being supplied without the need to test material and inspect the related mill test certificates, both of which will have come from CARES approved Steel mills.
Producers of Steel Fabric for the reinforcement of concrete
The CARES Scheme for reinforcement fabric covers the production of feedstock for rod coil through to the production and processing of welded fabric.
Quality System RequirementsManufacturers shall operate a management system that complies with BS EN ISO 9001.
Product RequirementsProducts shall comply with requirements of BS 4482 and BS 4483.

The CARES product conformity scheme for fabric ensures that each of these manufacturing operations is adequately controlled by a quality management system supported by product testing against the requirements of BS 4482 and BS 4483. All deformed reinforcement wire shall be identified by the unique CARES bar marking system as described on the bar mark page.
Stockists of Construction and Related Products
The CARES Scheme for Stockists of Construction and Related Products includes the Stocking and Distribution of CARES approved reinforcing steel and fabric.
Quality System RequirementsStockists are required to operate a quality management system that complies with BS EN ISO 9001.
Product RequirementsReinforcing steel and fabric must be CARES approved. All other products must meet individual customer requirements.
GeneralThe CARES Scheme is accredited by UKAS operates within a nationally agreed framework of quality assessment and approval and, where appropriate, includes full lot traceability. As a result the certificate of approval of a CARES Stockist will be accepted by other stockists within the commercial chain.
Processors of Mechanical Splices for Rebar
The CARES Scheme covers the processing and assembly of mechanical splices.
Quality System RequirementsProcessors are required to operate a quality management system that complies with BS EN ISO 9001 and CARES Appendix SRC 8.

The assembled couplers must comply with requirements that are commensurate with the coupler approval e.g. BS8110, BS5400 or BNFL requirements.
GeneralProduct compliance of the spliced joint is confirmed by testing at an independent UKAS approved test laboratory selected and monitored by CARES. CARES assessors select the spliced joints to be tested from the approved size range during the six monthly surveillance inspections. This ensures the continuing capability of operatives, equipment and procedures to produce a satisfactory splice.
Producers of Prefabricated Welded Assemblies
The CARES Scheme for producers of prefabricated welded assemblies covers the cutting, bending and welding of rebar. The Scheme requires prefabrication to be achieved with accuracy and without causing product degradation.
Quality System and Product RequirementsManufacturers are required to operate a management system that complies with BS EN ISO 9001 and CARES SRC Appendix 6 Tack welding of reinforcing steel CARES SRC and Appendix 10 Manufacture of pre-assembled welded fabrications using semi-structural and/or structural joints.
Product RequirementsProducts must comply with requirements of BS7123.

The British Standard for welding of reinforcing steel has enabled controls to be placed on the welders, weld procedures and materials. The resultant welded products are of a quality which enables safe delivery to site whilst preserving the integrity of the reinforcing bars used in the assembly.
A list of approved welders is kept by CARES and six monthly surveillance inspections ensure that welds produced are satisfactory in terms of BS7123.
Producers of High Tensile Steel Bar, Wire and Strand for the Prestressing of Concrete
The CARES Scheme for prestressing steels covers the production of bar, wire and strand materials.

Product RequirementsMaterials must meet the requirements of BS4486 and BS5896.

Purchase and Supply of Steel Products for the Reinforcement of Concrete (Traders)
The CARES Scheme for purchase and supply of steel products for the reinforcement of concrete (Traders) includes requirements for organisations involved in the purchase of reinforcing steel which might include stockholding, packaging and the reconsignment of goods as follows:‑
(i) Grades 250 and 460 to BS 4449 in straight lengths or coil.
(ii) Standard and purpose made fabric in bundles or single sheets.
(iii) Cold reduced steel wire to BS 4482 in coil or cut to length.
(iv) Semi‑finished product for further work
It commences with raw material produced at CARES approved steel mills, through to the supply of product either as supplied or cut to length in accordance with customer specification.
The objective of the Scheme is to provide a means by which Traders of reinforcing steel can demonstrate that they have a quality management system that ensures quality of service and maintenance of quality of product in the chain of supply.

Product RequirementsAll Reinforcing steel must be subject to the CARES product conformity scheme and shall be purchased only from CARES approved sources.
Manufacturers of Precast Concrete Units
The CARES Scheme for precast concrete units covers the manufacture and supply of reinforced precast concrete products. The scheme includes structural elements such as: beams, ground beams, lintels, piles and non‑structural elements such as: architectural units.

In all cases manufacturers are required to operate a management system that complies with BS EN ISO 9001.

Producers of Fusion Bonded Epoxy Coated Reinforcing Bars (FBER)
The CARES Scheme for epoxy coaters of reinforcing steel covers the coating and subsequent cutting and bending of the steel. The Scheme requires that epoxy coating achieves the integrity demanded by the customer.
Quality System RequirementsManufacturers are required to operate a management system that complies with BS EN ISO 9001.
Product RequirementsThe CARES assessment of the quality management system takes account of the particular customer requirements for the coated bar including the coating materials.
Main Features of the Scheme
Quality Management System Approvals
CARES is primarily a product conformity certification body. There are occasions however, where the product does not easily lend itself to product conformity approval. CARES therefore are able to offer, at the manufacturers request, quality system certification.
Quality System RequirementsManufacturers are required to operate a management system that complies with BS EN ISO 9001.
Product RequirementsWhere there are no product assessment requirements CARES assess the quality system with the product in mind to ensure that the product meets the customers specified requirements.
It is the policy of CARES to perform such assessments only in those product areas where it has the necessary expertise.
Supply and Installation of Post-tensioning Systems in Concrete Structures
GeneralThe development of the CARES certification scheme for the supply and installation of post‑tensioning systems and its acceptance by the post‑tensioning industry played a key part in the Highways Agency decision to lift its moratorium on grouted post‑tensioned bridges in September 1996. CARES certification enables companies to comply with the major specifiers' quality requirements and enable them to bid for major post‑tensioning contracts.
CARES has four schemes for the supply and or installation of post‑tensioning systems and one scheme for remedial grouting:
The supplier must have a quality system that complies with BS EN ISO 9001. The supplier's quality system must cover key on‑site and off‑site activities as appropriate:
Product RequirementsPost-tensioning kits must comply with BS4447 and or equivalent and be installed in accordance with TR47 as appropriate and/or contract requirements.
Technical ApprovalsGeneral
CARES offers Technical Approvals to manufacturers of reinforced concrete products as a means to gain official recognition for their new and innovative products.
Such new products do not usually have recognised national product standards by which they can be evaluated. Therefore the product requirements and performance criteria must usually be determined from first principles.
CARES' Quality and Operations Assessment SchedulesTechnical experts are used to determine the product requirements and product performance criteria. These requirements together with production requirements based on BS EN ISO 9001 are defined in CARES' Quality and Operations Assessment Schedules.
AssessmentThe manufacturers are subject to an initial regime of quality auditing and product evaluation in accordance with the appropriate CARES' quality and operations assessment schedule. Products are subject to thorough initial product testing to ensure that they comply with the criteria defined in the CARES quality and Operations Assessment Schedule.
In order to ensure that the product continues to comply with the defined requirements, the company and product are subject to a continuing regime of regular quality and product assessment.
Recognition of CARES' Technical ApprovalsThe CARES technical approval system has been structured to ensure the highest possible technical integrity for the benefit of end‑user of the product. All CARES' Technical Approvals are covered by UKAS accreditation, which is an independent verification of the integrity and transparency of the scheme.
Major specifiers have agreed to accept CARES Technical approvals, which will afford the widest possible recognition to producers who hold CARES Technical Approvals for their products. CARES is designated under the CPD as a European Technical Approval (ETA) issuing body.
Producers and Processors of Stainless Steel Reinforcing BarCARES have developed a new product certification scheme for producers and processors of stainless steel reinforcement in accordance with BS 6744: 2001 and BS 8666: 2000 respectively. The scheme covers the technical and quality aspects of production and processing to ensure consistent product characteristics and quality of material against the relevant Standards. CARES have published the following quality and operations assessment schedules to evaluate the capability of stainless steel producers and processors:
